ARNHEM RIJNBOOG, Urban Plan and Quality Team
Arnhem is a medium sized city in the East of the Netherlands. The Arnhem Rijnboog project is its major inner city regeneration effort. The plan has been identified as one of seven ‘national key projects' by the Dutch Ministry of Planning. Luc Vrolijks contributed to the project since it started in 2001, initially as director of Urhahn Urban Design and from 2006 for Urban Progress Studio. The work was carried out in collaboration with Manuel de Solà-Morales as the lead designer for the overall Masterplan for the area. The plan includes up to 400,000 m2 of new developments and 20 ha. of public spaces, including a new inner city marina, key pedestrian routes and up to 1,600 new dwellings. The Masterplan was finalized in 2004, and several subsequent studies were carried out by various teams.
From 2004-2008, Luc Vrolijks coordinated the design inputs for the project and he was member of the project's Quality Team from 2007 - 2009. The team also included Manuel de Solà-Morales and Jo Coenen. The team selected architects, approves design steps and formulated a framework plan to guide the implementation of individual projects. Currently, two projects have been commissioned by the developers in charge, and the work on the harbor quarter is expected to start in 2010.
